Responsibilities

Asset Lifecycle Management & Strategy

  • Develop and implement the SANRAL Facilities Asset Management Strategy.
  • Develop, implement and maintain Asset Management Plans (AMPs) for the national property portfolio.
  • Lead asset lifecycle planning from acquisition through operation, renewal and disposal.
  • Develop asset criticality frameworks and maintenance prioritisation models.
  • Ensure alignment with ISO 55001 Asset Management principles and organisational objectives.
  • Develop asset performance standards and lifecycle governance frameworks.
  • Monitor asset performance and recommend strategic interventions to maximise asset value.
  • Prepare and consolidate asset management reports and dashboards for national portfolio.
  • Develop and coordinate Workspace planning, design and management of office space allocation.
  • Laise and advise line managers to determine space planning requirement.

Maintenance & Infrastructure Management

  • Develop and oversee preventative, predictive and reliability-centred maintenance programmes.
  • Develop maintenance standards, technical specifications and engineering best practices.
  • Oversee maintenance planning for electrical, mechanical, civil, structural, plumbing, HVAC, fire protection and building fabric assets.
  • Monitor infrastructure performance, reliability and asset availability.
  • Lead Building Condition Assessments (BCAs), Facility Condition Assessments (FCAs) and technical audits.
  • Develop maintenance performance indicators and monitor maintenance effectiveness.

Capital Planning & Asset Optimisation

  • Develop 5-year and 10-year Capital Replacement Plans.
  • Lead infrastructure renewal and asset replacement programmes.
  • Prepare capital investment business cases and lifecycle cost analyses.
  • Develop long-term maintenance investment strategies.
  • Optimise capital expenditure through lifecycle costing and asset performance analysis.
  • Support infrastructure planning aligned with organisational growth and business requirements.

Technical Governance, Risk & Compliance

  • Ensure compliance with ISO 55001, ISO 41001, GIAMA, PFMA, Occupational Health and Safety Act, National Building Regulations and applicable legislation.
  • Develop technical policies, standards, procedures and asset governance frameworks.
  • Lead technical risk assessments and asset-related risk mitigation strategies.
  • Support internal and external technical audits.
  • Monitor statutory inspections and engineering compliance requirements.
  • Ensure technical integrity and operational reliability of SANRAL's built assets.

Asset Information & Technology Management

  • Lead the implementation and optimisation of Asset Management Systems, IWMS, CAFM and Building Management Systems (BMS).
  • Develop asset information standards and data governance frameworks.
  • Maintain the corporate asset register and ensure data integrity.
  • Develop asset performance dashboards and management reporting.
  • Promote data-driven decision-making using asset analytics and predictive maintenance technologies.
  • Drive digital transformation initiatives within Asset Management.

Sustainability, Innovation & Continuous Improvement

  • Develop and implement sustainability initiatives across the property portfolio.
  • Lead energy efficiency, water conservation and carbon reduction programmes.
  • Support Green Star certification and ESG implementation initiatives.
  • Identify emerging technologies and engineering best practices to improve asset performance.
  • Drive continuous improvement and innovation in maintenance and asset management practices.
  • Promote whole-life asset value and sustainable infrastructure management.

WORKING ENVIRONMENT

  • The role requires regular national travel to SANRAL facilities and periodic exposure to construction sites, operational environments and maintenance activities, requiring strict adherence to Occupational Health and Safety (OHS) legislation and organisational safety standards.
  • Ability to work outside normal business hours when responding to critical asset failures or infrastructure emergencies.

Requirements

  • A Bachelor’s degree (NQF Level 8) in the Built Environment, including Electrical Engineering, Mechanical Engineering, Civil Engineering, Facilities Management, Property Management or equivalent.
  • At least eight (8) years of related experience in asset management or facilities engineering.
  • At least five (5) years' management experience.
  • Professional Registration with ECSA (PrEng).

ADVANTAGEOUS

  • Professional registration with SACPCMP or SAFMA or an equivalent recognised professional body.
  • Ability to participate in technical audits, inspections and condition assessments across the national property portfolio.

TECHNICAL COMPETENCIES

  • Knowledge of ISO 55001 Asset Management principles, lifecycle planning and asset optimisation.
  • Knowledge of preventive, predictive and reliability-centred maintenance methodologies across building systems and infrastructure.
  • Knowledge of engineering asset management, capital renewal planning and infrastructure investment strategies.
  • Knowledge of GIAMA, PFMA, ISO 41001, National Building Regulations, SANS Standards and OHS legislation.
  • Knowledge of IWMS, CAFM, BMS, GIS, SAP and other asset management systems.
  • Knowledge of Green Building principles, energy management, ESG frameworks and environmental compliance.
  • Understanding of technical risk management, infrastructure resilience and business continuity planning.
  • Knowledge of budgeting, cost control and financial reporting.
  • Contract administration, SLA management and supplier performance.
  • Ability to develop lifecycle cost models, CAPEX programmes and investment business cases.
  • Ability to lead multidisciplinary technical teams and specialist service providers.
