The Department of Infrastructure, Western Cape Government has an opportunity for a qualified Town and Regional Planner to assist local municipalities to undertake human settlement planning.
Grade A: R 791 604 - R 849 525 per annum (OSD as prescribed).
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.

Influence forward planning through the IDP and sectoral plans; Render technical support in Project Planning and Packaging; Undertake transversal planning; Knowledge Management and Record keeping.
An appropriate B-Degree in Urban/Town and Regional Planning or equivalent qualification; Compulsory registration with SACPLAN as a Professional Town and Regional Planner on appointment; Three years post qualification Town and Regional Planning experience required; A valid Code B driving licence.
Working knowledge of the following: National and Provincial human settlements strategic goals, objectives, targets, activities; Relevant public service legislation, policies and guidelines with focuses on human settlements, local government or related; Housing Act, Western Cape Housing Development Act, National Housing Code and guidelines; Built environment related to human settlements; Town and Regional Planning; Town and Regional Planning legal compliance; Project coordination, integration, communication and control of project activities; Local authorities, national departments and other provincial departments; Municipalities, inter-governmental relations and community dynamics; Human settlement planning and budgeting processes; Project Management; Human settlement fraternity/delivery; Functioning of the Province and activities of sister departments; managing stakeholder engagement processes; Public Finance Management Act (PFMA), National and Provincial Treasury Regulations, Provincial Treasury Instructions, financial legislation, prescripts, policies, guidelines, delegations, norms and standards, procedures and best practices in the Public Sector. Skills in the following: Good communication skills (written and verbal); Good computer literacy skills in Microsoft Project, Microsoft Planner, MS Office, Internet, Arc Map GIS/Arc View GIS; Good financial and project management; Good time management, planning, organising, customer, client liaison and networking; Good dispute, conflict resolution and problem-solving; Good implementation and monitoring; Good report-writing; Good analytical thinking; Good research; Basic numeracy.
