Senior Manager: Registration and Compliance

SUMMARY:
An established statutory professional regulatory body responsible for regulating the engineering profession in South Africa is seeking a Senior Manager: Registration and Compliance.

This individual will be responsible for providing visionary leadership and strategic direction for the development, implementation, and continuous enhancement of regulatory systems, processes, and teams that ensure a credible, compliant, and future-ready register of professionals. The role will drive transformation and growth through proactive strategic initiatives, data integrity, and value-adding stakeholder engagement, positioning the organisation as a leader in professional regulation.

POSITION INFO:
Duties and responsibilities: Provide high-value inputs into the organisation's Strategic Plan and related strategic initiatives. Develop the Business Unit's Annual Performance Plan (APP) and Operational Performance Plan (OPP), and monitor implementation against quarterly and annual targets. Monitor and maintain the integrity and accuracy of professional registration data and records. Develop, review, and monitor process flows for registration, compliance, and continuous professional development (CPD) to improve efficiency, effectiveness, and service delivery turnaround times. Develop and implement initiatives to maintain, grow, and transform the database of registered professionals. Initiate and manage strategic projects aligned with the Business Unit's annual targets. Develop, review, and monitor business processes, policies, and Standard Operating Procedures (SOPs). Identify key risks within the area of responsibility and develop and monitor the implementation of appropriate risk mitigation measures. Monitor the efficiency and effectiveness of the registration model and processes, identifying challenges and opportunities for improved efficiency and service delivery. Monitor the implementation of CPD requirements and standards to enhance compliance and renewal rates. Develop and monitor growth initiatives and programmes aimed at improving the conversion of candidates to professional registration. Provide strategic input into registration, compliance, and CPD policy frameworks. Develop management reports through detailed data analysis and trend identification, providing recommendations and solutions to address challenges. Provide regular reports and strategic insights to executive management, relevant committees, governing structures, and external stakeholders. Manage the performance and professional development of functional managers and team members, ensuring optimal team capability and output. Promote and maintain a positive, collaborative, and constructive organisational culture. Set clear performance targets, monitor achievement, and provide ongoing feedback and support. Build team capacity through coaching, mentoring, skills development, and targeted training opportunities. Establish clear work expectations and ensure alignment of individual and team goals with organisational objectives. Create a conducive environment that supports employee development, innovation, and high performance. Develop and manage the Business Unit budget in line with organisational requirements and delegated authority. Monitor expenditure against approved budgets and implement measures to ensure financial sustainability and eliminate wasteful expenditure. Manage the acquisition, utilisation, and safeguarding of Business Unit assets, equipment, and resources. Effectively manage contracts and service providers within the Business Unit, ensuring compliance with organisational policies and delegated authority. Qualifications and Requirements Honours or Postgraduate in Engineering, (NQF 8 Level) or equivalent. Must be registered as a Professional Engineer. Minimum of 10 years in any sector of Engineering, inclusive of academia, with a minimum of 5 years in middle to senior management. Advanced knowledge of regulatory frameworks, professional registration systems, and governance principles applicable to the built environment or professional councils. Knowledge of standards and Qualification Frameworks (SAQA), i.e Higher education Framework, QCTO, SAQA, etc. A Master's and Doctoral degree will be an added advantage.
