KPA 1: Bid Administration
·Implement standard operating procedures, SCM policy and delegations of authority
·Adhere to the SCM prescripts for all bids processed
·Render advisory services during bid specification and evaluation meetings
·Conduct compliance checks on the received tender proposal
·Prepare a report highlighting the compliant and non-compliant submissions with explanations to the Bid Evaluation Committee
·Monitor scheduling and convening of Bid Evaluation Committee and Identifying key participants and distributing relevant materials.
KPA 2: Compliance monitoring and analysis
·Contribute to the development of a SCM compliance framework
·Manage and report on the analysis of compliance with established SCM measures and prescribed parameters for procurement plans (quarterly and annually) bid processes specifications and tender procedures, contract terms, pricing indices (monetary values; per commodity sector; quarterly and annually), supplier/ service provider delivery standards, deviations and changes to procurement standards
·Manage reviews and report on preferential procurement policy compliance
·Manage and report on the analysis and identification of buying trends within the cidb (quarterly and annually)
·Manage and report on the assessment and evaluation of SCM capability maturity –specifically compliance
KPA 3: Reporting and Performance monitoring
·Manage the development and implementation of a system for the monitoring and evaluation of the performance of the SCM monitoring framework
·Monitor implementation of the SCM Internal Audit and external audit recommendations
·Coordinate information related to audits
·Follow up on reviews to verify that corrective actions have been implemented
·Monitor compliance to Supply Chain Policy and Procedures, PFMA and its
regulations.
KPA 4: Knowledge and Policy Management
·Remain informed of regulations and policies of the cidb
·Compile circular regarding new treasury directives and inform cidb staff and bid committees of those directives
· Assist in training of staff on policies and procedures and regulations
EDUCATION and/or EXPERIENCE
NQF Level 6 in Supply Chain Management, Logistics, Public Finance, Financial Management
A minimum of 3 years’ experience in Public Sector Supply Chain Management, Bid Committee administration, Procurement compliance, PFMA environment, Tender administration, Audit coordination and SCM reporting
At least 2 years should involve direct administration of BSC, BEC or BAC processes
