SUMMARY:
FUNCTIONAL MANAGER [GAUTENG]
 
An exciting opportunity for a Functional Manager to join our Urban Infrastructure Division.

  • Actively participates in Naidu Consulting’s internal forums e.g. conferences, team building events, etc.
  • Must have sound knowledge of all industry related statutory bodies regulations and requirements in terms of the Public Sector Acts and the Financial Management Acts.
 
Management Responsibilities
  • Heads a Technical Division and reports to the Technical Executive.
  • Manages and directs Sector Managers and Principal Specialists, ensuring deliverables are met in line with Action Plans and Project Pipeline plans, ensuring that profitability is met in realization of his/her KPI.
  • Reports at MANCO meetings with respect to the sustainability of the Division.
  • Mentors senior staff.
  • Represents the Business Unit at MANCO, providing relevant input and solutions to MANCO discussions.
  • Responsible for the implementation of and co-ordination of all functional components for the Division, including marketing, staffing and divisional finances.
  • Provides continuous strategic and technical direction for the Division and the Company in area of expertise to maintain competitive edge, and to grow the Division.
  • Determines divisional short term and long-term objectives and strategies in consultation with Managing Director.
  • Establishes divisional goals and objectives. Organizes divisional structure, assigns staff, budgets and other resources to achieve goals.
  • Assists to develop and implement policies, procedures, practices, job assignments, staff authority and responsibility.
  • Reviews divisional wide processes and develops and implements improvements.
  • Develops effective employee relations, labour relations and performance improvement programs.
  • Plans and manages divisional financial resources including preparing, presenting and monitoring budgets and project pipeline.
  • Takes responsibility of commercial aspects of projects in line with the Delegation of Authority.
  • Delegates portions of projects to subordinates – holding them accountable for successful completion.
  • Ensures full alignment of all projects under their control to the Naidu Consulting QMS.
  • Ensures optimal deployment and productivity of direct reportees and optimal profitability of projects.
  • Requests supplementary experience / skills / IP where gaps exist in ‘own team’ from other technical teams necessary to ensure optimal effectiveness and efficiency on all projects.
  • Timeously produces any reports / feedback that they may be required by the Managing Director.
  • Drives debtors, invoicing, business diversification, project pipelines and action plans for the Division.
  • Always demonstrates out-of-the-box thinking, sharing a strong vision in cutting edge technology and delivering of projects.
 
Project Management
  • Plans, organizes and controls complex projects, making technically sound recommendations on alternate solutions to engineering problems.
  • Co-ordinates and takes responsibility for all aspects projects.
  • Programmes and ensures that deadlines are met on the project or portions of the project for which he/she is responsible.
  • Ensures that all designs, reports and drawings produced by him/her and the team are checked and signed off at the required level.
  • Compiles accurate project cost estimates and cash flow projections.
  • Carries out cost/benefit analysis.
  • Ensures that all drawings are signed and issued to site timeously.
  • Chairs all divisional meetings.
 
Documentation, Reporting, Contract Administration and Close out
  • Independently prepares and presents technical reports.
  • Reviews concept design.
  • Reviews and evaluates preliminary designs for acceptance.
  • Checks that drawings comply with concept design and project requirements.
  • Reviews final design and close out report.
  • Checks content, accuracy and compliance of drawing.
  • Address site engineering queries.
  • Checks amendments to construction drawings.
  • Reviews Site minutes.
  • Checks claims advise on disputes and make recommendations independently.
  • Produces monthly payment fee invoices in accordance with implementation strategy.
  • Checks content and accuracy of schedule of quantities and project specifications for tender documents.
  • Reviews draft documents (Bid specification documents) and final document for client approval.
  • Checks accuracy and recommendations (providing technical input where necessary) of Adjudication Report.
  • Carries out detailed designs strictly in accordance with the relevant codes and specifications.
  • When required, carries out research into technically challenging aspects of the project or consult in-house or external subject matter experts for advice.
  • Delegates aspects of the work to own team. Takes responsibility for briefing team and checking their work.
  • Where applicable, accurately briefs draughts people on drawing requirements and checks all drawings produced for technical correctness and accuracy.
  • Produces accurate, concise, technically correct reports as required by the Project. Ensures that own reports and those produced by own team members are grammatically correct and free of typing/spelling errors before submitting to the client.
  • Produces project specifications based on the applicable standard specifications. Takes responsibility for ensuring technical correctness and accuracy of all specifications produced by own teams.
  • Interfaces with other engineering disciplines and support functions of Naidu Consulting engaged on the same project.
  • Consults with other project stakeholders e.g. other engineers, architects, landscape architects, environmental scientist etc. and integrate own work into overall Project Scope.
  • Proactively communicates and liaises with all the pertinent stakeholders related to a project-representing Naidu Consulting in a manner which elevates its image and brand in the workplace and industry.
  • Where applicable, measures the works and produces accurate bills of quantities in line with the standard and project specifications. Checks bills by produced by own team.
  • Compiles tender documents based on the relevant General Conditions of Contract, CIDB Regulations and specific client requirements which are amended from time to time.
  • Integrates the requirements of the Environmental Report into the Tender Documentation.
  • Invites tenders, conducts site inspections, take and circulate site inspection minutes, as applicable adjudicate tenders and produce tender reports in accordance with the client’s and CIDB requirements and signoff in terms of the OPS System.
  • On award, compiles the Contract Document and organizes to have it signed by the relevant parties.
  • Carries out the Head Office supervision of the Contract.
  • Ensures that as-built drawings and compile any completion reports that may be required are timeously produced and submitted to the client.
 
Developing self and others
  • Technically sound in area of expertise and recognized in industry by his peers.
  • Provides technical guidance and mentorship to the engineers, technologists and technicians working for you.
  • Through proper exploration of engineering principles and concepts, effectively briefs all engineering staff.
  • Achieves continued Professional Development through regular attendance at industry seminars and workshops.
  • Takes post-graduate courses in line with own and company development requirements. In the case of a technical expert, work towards a master’s level degree or higher.
  • Networks and elevates the Naidu Consulting brand by attending and ‘working’ external functions, calling on existing and potential clients, contributing meaning to Naidu Consulting newsletter etc.
  • Submits and motivate for industry award projects with unique facets, strive to publish papers / article published in an industry publication at least once per annum.
  • Registers as an accredited mentor with ECSA and ensure candidates in your division are eligible for registration in the minimum prescribed time frame.
 
Business Development Responsibilities
  • Identifies new business leads and potential new markets.
  • Acquires new work in line with the target set out in his/her KPI.
  • Maintains fruitful relationships with existing clients.
  • Contacts clients to inform them of competitive offerings, new developments or services offered by the company.
  • Drive increased revenue and profit to achieve the company’s growth.
  • Working on stringent targets, adopt a professional and knowledgeable approach to each new service/client.
  • Planning and coordinating the implementation of business plans and penetration of new markets.
  • Strategically growing the business unit’s new business by established annual percentage.
  • Proactively drives innovation and technology advancement for the division.
  • Drives the integration of the information and communication technology (ICT) and Industry 4.0 and introduces relevant applications to his/her Sector.
  • Drives sustainable practices in the company and industry. 

Requirements

  • Bachelor of Science / Technology in Civil Engineering
  • Registered with ECSA as a Professional Civil Engineer/ Civil Technologist
  • Maintain professional registration on an ongoing basis
  • 10 years’ post professional registration in a related position
  • Valid driver's license and own vehicle.
