Introduction We are seeking a suitably qualified and experienced Supervising Engineer to support mining, quarrying, mineral-processing, milling and associated industrial operations in Greece.
The position is a field-based operational engineering role requiring a strong and regular presence within active work areas. The Supervising Engineer will provide technical supervision, verify safe and compliant execution of work, identify deficiencies in operational controls and provide practical engineering direction to operational management and site personnel.
Where formally appointed, the position shall perform the duties of Supervising Engineer (Επιβλέπων Μηχανικός) in accordance with the applicable provisions of the Greek Regulation on Mining and Quarrying Works – K.M.L.E. (Κανονισμός Μεταλλευτικών και Λατομικών Εργασιών), Ministerial Decision Δ7/Α/οικ.12050/2223/2011, Government Gazette B’ 1227/14.06.2011, as amended and in force, together with all other applicable Greek mining, quarrying, occupational health and safety, environmental and technical legislation.
The role is expected to promote high standards of technical integrity, operational discipline, risk management and continual improvement while supporting safe, efficient and legally compliant operations.
Duties and responsibilities
Statutory and Regulatory ResponsibilitiesThe Supervising Engineer shall, within the scope of their formal appointment, delegated authority and legally recognised professional competence:
- Perform supervision of mining, quarrying, mineral-processing and associated operations in accordance with the K.M.L.E., approved technical studies, applicable permits, approved environmental conditions, project-specific regulations and lawful instructions of the competent Mining Inspectorate.
- Fulfil the applicable responsibilities of the Supervising Engineer under Articles 14–16 of the K.M.L.E., including the supervision, inspection and control of assigned operational areas.
- Ensure that work under their supervision is performed rationally and safely in accordance with engineering science and practice, statutory requirements, approved methods and applicable site regulations.
- Conduct systematic inspections of assigned operating areas, installations and activities and ensure that identified deficiencies are documented, communicated, escalated and addressed.
- Issue appropriate technical instructions to personnel within the scope of delegated authority and verify implementation of applicable K.M.L.E. requirements, site rules and instructions issued by the competent authorities.
- Maintain and complete all statutory supervision records, books, registers and other documentation required by the K.M.L.E. and applicable legislation.
- Support the implementation of the approved technical study and Environmental Terms Approval applicable to the project.
- Support compliance with requirements relating to protection of employees, neighbouring communities, infrastructure, the ground surface and the environment.
- Support the preparation, review and implementation of emergency arrangements required by the K.M.L.E., approved studies and applicable legislation.
- Participate in and support statutory and regulatory inspections by the competent Mining Inspectorate and other Greek authorities.
Occupational Health and SafetyPromote and verify compliance with:
- Law 3850/2010 – Code of Laws for Occupational Health and Safety, as amended and in force;the applicable occupational health and safety provisions of the K.M.L.E.;
- relevant Presidential Decrees, Ministerial Decisions and applicable EU-derived Greek occupational safety requirements;
- approved site health and safety rules, procedures and risk controls.
The Supervising Engineer will:- Participate in the preparation, review and implementation of occupational risk assessments, task risk assessments, Job Safety Analyses, Safe Work Procedures and Standard Operating Procedures;
- Identify unsafe conditions, unsafe acts and deficiencies in critical controls and ensure appropriate corrective measures are initiated;
- verify the implementation and effectiveness of engineering, administrative and personal protective controls;
- Participate in workplace inspections, safety observations and compliance audits;
- Support investigation of incidents, high-potential events and near misses, including root-cause analysis and implementation of corrective and preventive measures;
- Support worker information, instruction and training relating to operational hazards, procedures and applicable statutory requirements;
- Work collaboratively with management, supervisors, employees, contractors, the Safety Technician and Occupational Physician.
- Where separately appointed as Safety Technician under Law 3850/2010 and Article 17 of the K.M.L.E., the individual shall additionally perform the legally defined advisory, inspection, accident-prevention, training and written-recommendation duties associated with that appointment.
- Appointment as Safety Technician does not transfer the employer's statutory responsibility for occupational health and safety.
Stop-Work and Intervention AuthorityAs a condition of the Company's internal safety-management system, the Supervising Engineer is authorized and expected to intervene and require work to be suspended where there is:
an imminent or serious danger to personnel;
- an uncontrolled fatal or major hazard;
- failure or absence of a required critical control;
- a material breach of applicable legislation, the K.M.L.E., an approved technical study, permit or mandatory procedure; or
- a condition that, in the professional judgement of the Supervising Engineer, cannot be safely controlled while work continues.
Work may recommence only once the relevant hazard has been assessed, appropriate controls have been established and the responsible operational authority has confirmed that safe conditions have been restored.
This company authority operates in addition to, and does not replace or incorrectly extend, the statutory powers and responsibilities arising from the employee's formal appointment under Greek law.
Critical Risk Management
Lead, support or verify implementation of critical controls associated with high-risk activities, including:- energy isolation, lock-out and control of stored energy;
- lifting, hoisting and suspended loads;
- work at height and fall prevention;
- confined-space entry;
- interaction between pedestrians, light vehicles and mobile mining equipment;
- haul-road and traffic management;
- machine guarding and rotating equipment;
- excavation and ground stability;
- slope, bench and structural stability;
- hazardous substances and chemical management;
- explosives and blasting activities, where applicable to the person's authorised scope;
- electrical installations and electrical safety;
- ventilation and atmospheric hazards;
- dust and respirable particulate exposure;
- noise and vibration;
- fire and emergency preparedness;
- open water bodies, ponds, sumps and water-management structures;
- contractors performing high-risk work; and
- tailings and extractive-waste facilities.
Occupational Exposure and Industrial HygieneSupport the establishment and implementation of appropriate occupational-exposure monitoring programmes, in cooperation with competent occupational-health professionals where required.
This may include monitoring or assessment of:
- respirable and inhalable dust;
- respirable crystalline silica;
- noise;
- whole-body and hand-arm vibration;
- illumination;
- ventilation;
- oxygen deficiency;
- toxic or flammable gases;
- chemical agents; and
- other occupational exposures arising from the operation.
- Monitoring shall be undertaken using appropriate methods, competent personnel and calibrated equipment, with results assessed against applicable Greek occupational exposure requirements and recognised technical standards.
Risk Management and Operational ControlsThe Supervising Engineer will:
- Facilitate or participate in operational and engineering risk assessments;
- Review high-risk work methodologies before implementation;
- Verify the adequacy of permits to work and supporting risk controls;
- Review changes in equipment, plant, processes and operating methods from a health, safety and engineering-risk perspective;
- support management-of-change processes;
- Verify that corrective actions arising from incidents, inspections, audits and risk assessments are effectively closed;
- Identify recurring trends and recommend engineering solutions designed to eliminate or reduce operational risk.
Safety and Management SystemsSupport the development, implementation and continual improvement of management systems aligned with:
- ISO 45001 – Occupational Health and Safety Management Systems;
- ISO 39001 – Road Traffic Safety Management Systems, where applicable to the operation;
- Company standards;
- Greek legal requirements; and
- Recognised mining and engineering good practice.
Responsibilities include:- development and maintenance of procedures and standards;
- annual compliance and assurance planning;
- operational inspections and audits;
- legal and compliance registers;
- corrective-action management;
- KPI analysis;
- trend analysis;
- management reporting; and
- development of measurable improvement recommendations.
- Incident Investigation and Reporting
- Ensure incidents and high-potential near misses within the assigned area are promptly reported through applicable company systems.
- Participate in or lead investigations appropriate to the technical nature and severity of the event.
- Apply recognised root-cause investigation methodologies.
- Identify immediate, underlying and systemic causes.
- Develop technically appropriate corrective and preventive actions.
- Monitor implementation and effectiveness of corrective actions.
- Escalate significant legal, technical or safety concerns to appropriate management.
Emergency PreparednessSupport the preparation, testing and continuous improvement of site emergency arrangements, including scenarios involving, where relevant:
- fire;
- major mobile-equipment incidents;
- slope or ground failure;
- flooding or uncontrolled water ingress;
- hazardous-material releases;
- confined-space emergencies;
- electrical incidents;
- serious injury;
- blasting incidents;
- tailings or extractive-waste facility emergencies; and
- other reasonably foreseeable industrial or natural emergencies.
- Participate in emergency exercises and verify implementation of lessons identified.
- Contractor Management
- Verify contractors operate in accordance with applicable legislation, project rules, approved work methodologies and critical controls.
- Participate in contractor risk assessments and high-risk work reviews.
- Conduct field verification of contractor activities.
- Escalate significant contractor non-conformances.
- Support corrective-action follow-up and contractor performance reviews.
Training and Safety Leadership- Provide visible engineering and safety leadership in operational areas.
- Coach supervisors and employees regarding safe execution of work and statutory compliance.
- Participate in technical and safety training required by the K.M.L.E. and Company standards.
- Support competency development relating to critical-risk activities.
- Promote reporting of hazards, near misses and unsafe conditions.
- Encourage technically sound decision-making and continuous improvement.
Documentation and ComplianceMaintain or support maintenance of:
- statutory supervision books and records;
- Safety Technician recommendation records, where formally appointed;
- inspection and audit records;
- risk assessments;
- operating and safety procedures;
- incident records;
- corrective-action registers;
- legal and compliance registers;
- training records;
- emergency-response documentation;
- occupational-exposure monitoring records;
- relevant engineering records; and
- documentation required by the competent Greek authorities.
