Job Description

Synopsis

  • The Senior Project Manager will be responsible for three (3) of the seven (7) programmes, SIP, TCP and PEPP. The Senior Project Manager will be accountable for the end-to-end management and continued development of the programmes across Bid Windows; new, active and legacy portfolios.
  • The role integrates programme strategy and governance, programme entry and grant funding, and programme reporting and financial control.
  • Operating within a small TCF team, the Senior Project Manager is expected to combine senior judgement and governance accountability with hands-on portfolio control and delivery.

Job Description

MAIN DUTIES AND RESPONSIBILITIES

  • Develop and/or refine all aspects of Programme Management (including Bid Windows, project execution and close out) for programmes 5, 6 and 7 (SIP, TCP and PEPP);
  • Manage contracting and execute tight contracts management controls (incl. all aspects of procurement as required by IDC and/or Board);
  • Develop and implement operational systems, processes and procedures for efficient management of the Fund:
  • Develop and implement suitable processes and systems to conduct pragmatic project and programme monitoring and reporting;

Manage the Consultants to the technical work streams, including:

  • Set and agree performance targets for all obligations;
  • Define and conclude contracts and/or other agreements (e.g. Service-level agreements), scrutinise submitted payment certificates before recommending for signature by the CEO and subsequent payment by the IDC, for selected beneficiaries of funding under programmes and based on achievement of contractual milestones;
  • Conduct site visits and provide leadership in investigations, ensuring the implementation of all site technical, quality, health and safety protocols to prevent incidents and ensuring that projects are delivered on time, within budget, required quality and without incident;
  • Conduct site team reviews, identify trends and ensure action on all non-conformances;
  • Ensure proper close-outs of project (formally) and write and distribute the report with lessons learnt, ensuring that all costs and outstanding issues are concluded.
  • Contribute to the Annual Plan and Annual Report as well as any other reports required by the Trustees and the CEO, for stakeholders;
  • Ensure legal and financial (incl. auditing) compliance with the relevant legislation;
  • In support of the CEO, draft reports and executive submissions as required by the IDC, relevant ministries and Trustees for its annual planning and business processes;
  • Occasionally review the Operational Guidelines adopted by the Trustees and recommend amendments, to ensure more focused and efficient processes and evaluation criteria for each of the Programmes;
  • Co-ordinate activities of all the internal IDC departments involved with the Trust, the dtic and other key stakeholders.

Qualification and Experience

QUALIFICATIONS

  • Professionally qualified engineer, quantity surveyor or another construction-related professional field;
  • Professional registration will be an advantaged.
  • Registration as a Project Management Professionals (PMP) or Construction Management Professionals (SACPCMP) will be an advantage;
  • Post Graduate Qualifications will be an advantage (e.g. an MEng/MBA/MBL).

KNOWLEDGE & EXPERIENCE

  • 8 to 10 years’ experience within the built environment
  • All aspects of construction and built-environment activities;
  • Senior management, preferably also in private sector (e.g. a construction company) would be an advantage;
  • Project and risk management;
  • Managing or overseeing social infrastructure projects; and
  • Dealing with communities, municipalities, provincial and national government.

  • Technical Construction Project Management expertise;
  • Competent to provide inputs in the adjudication of construction tenders;
  • Infrastructure monitoring and management experience and expertise;
  • Competent in Project Risk management;
  • Business management competence (including private sector);
  • The ability to lead teams to get projects through conceptualisation and construction;
  • The ability to do root cause analysis and interventions for projects in distress;
  • The ability to work as an individual, but also in a complex team environment;

  • Commercially pragmatic while maintaining the developmental objectives and fiduciary responsibilities of the Fund.
  • Impeccable technical report writing skills, with attention to detail.
