- Support RIM departments with ICT and Infrastructure planning, including asset allocation
- Oversee the ICT Infrastructure Management, installation, configuration, and maintenance of ICT infrastructure, including servers, networks, and end-user devices.
- Ensure efficient systems administration and support
- Implement cybersecurity and data protection framework and plans
- Manage and oversee ICT Projects within approved scope, budget, and timelines.
- Manage ICT vendor and contracts and service providers to ensure quality service delivery.
- Provide guidance to own team, aligning functional practices with the organisation’s strategy, annual plans and statutory requirements.
- Promote a culture of accountability and functional discipline.
- Support audit processes (internal and external) and implement audit recommendations.
- Maintain strong internal controls and ICT governance systems.
- Oversee ICT asset and infrastructure management processes including asset register maintenance and verification.
- Support and enterprise process and system upgrades and automation initiatives.
- Monitor project budgets and expenditure.
- Liaise with internal departments, auditors, and external stakeholders, providing ICT advice and guidance to management.
- Support decision-making through in-depth analysis and insight, providing dashboards and management reports.
- Maintain proper knowledge, records and documentation system management
- Support the development and review of ICT policies and procedures.
- Develop ICT management framework and ensure that controls are implemented at all levels of the organisation
- Ensure sound Public Relations and Stakeholder management, including interface with strategic key partners
- Advise RIM Council, Regulatory Committees, Executives and Management teams, on new legislative developments in relevant functional areas.
- Ensure the application of principles of good governance and legislative compliance for effective and efficient operations and service delivery
- Provide enabling mechanisms for a seamless end-to-end value chain management to sustain functional effectiveness, supporting executives, management and team members.
- Ensure development and continuous improvement of processes, policies and compliance frameworks applicable to the functional area.
- Oversee Employee Relations, ensuring sound labour relations and compliance within own function as guided by organisation’s policies, the South African labour legislation and regulations.
- Oversee budgeting and reporting processes within the function, including but not limited to the PFMA and related regulations
- Ensure that functional performance metrics and targets are met and reported on
Experience and technical skills:
- Honours Degree (NQF8) in Information Technology, Computer Science, or equivalent
- Master’s Degree will be an added Advantage
- Relevant professional certifications (e.g., ITIL, CISSP, MCSE, COBIT)
- A minimum of eight (8) years relevant experience in ICT environment of which at least five (5) years must be at senior management level
- Experience in ICT infrastructure, systems management, and cybersecurity
- Proven experience in project and vendor management
- Must have experience operating at a strategic level, with proven track record of developing and implementing strategies to align to organisation’s goals
- Understanding and application of protocol matters regarding government, parliament, and other key stakeholders
- Experience in leading and managing complex projects and teams
- Proven track record in research, benchmarking and report writing
- Proven leadership and governance skills
- Ability to build rapport and establish trust with staff and key stakeholders.
