Responsibilities
- Provide strategic leadership and support on the development of Human Resource departmental plans and Implementation of integrated strategies to achieve set goals.
- Plan, direct and organise the analysis, activities, and preparation of Human Resource systems, procedures, and practices.
- Plan and develop the Human Resource departmental budget, reviews and recommend controls to the approved budget
- Establish Human Resources procedures and operations consistent with legislative requirements (BCEA, EEA, OHSA, SDA, SDLA) and RIM policies; studies and evaluates current procedures and recommends changes.
- Ensure support and implementation of RIM core values and ethics programmes.
- Serve as liaison with RIM management and staff to discuss and resolve a variety of Human Resource matters such as staffing, reorganization, policy and rule interpretation and related personnel issues.
- Conduct research, analysis and studies to address major issues and problems related to Human Resource and recommend or initiate programs or actions to resolve problems and enhance services
- Ensure that staff database is developed, data is gathered and trends are analysed for strategic Human Resource decision-making
- Prepare reports and formulate recommendations regarding specialized Human Resource plans, initiatives and activities.
- Develop and review Human Resource policies and programs to meet RIM’s operating needs and address the needs of its employees, recommending changes to align with industry and legislative changes
- Analyse and evaluate the impact of proposed legislation and rule changes; guiding the implementation adherence of institutional Human Resource policies, rules, and procedures.
- Develop program proposals and procedures and interprets and apply diverse policies, rules and regulations to maximize the efficiency and effectiveness of Human Resource Department operations.
- Provide internal/external training both orally and in writing on human resources systems, procedures and practices.
- Serve on various RIM committees as representative of the Human Resources Department.
Minimum Requirements:
- Honours Degree (NQF8)) in Human Resource Management or equivalent
- Master’s Degree will be an added Advantage
Work Experience:
- A minimum of eight (8) years relevant experience in Human Resource Management of which at least five (5) years must be at senior management level
- Must have experience operating at a strategic level, with proven track record of developing and implementing strategies to align to organisation’s goals
- Understanding and application of protocol matters regarding government, parliament, and other key stakeholders
- Experience in leading and managing complex projects and teams
- Proven track record in research, benchmarking and report writing
- Proven leadership and governance skills, including implementation of required HR legislation and regulations
- Ability to build rapport and establish trust with staff and key stakeholders.
- Ability to operate effectively within highly unionised environment.
