Key performance areas:
- Provide strategic leadership and support on the development of functional plans and implementation of integrated strategies to achieve set goals.
- Provide guidance to own team, aligning functional practices with the organisation’s strategy, annual plans and statutory requirements.
- Provide guidance and mentorship to finance staff.
- Support capacity building within the finance unit.
- Promote a culture of accountability and financial discipline.
- Lead the preparation and coordination of the annual budget and Medium-term Expenditure Framework (MTEF).
- Monitor budget implementation and provide variance analysis.
- Support departments in financial planning and resource allocation.
- Prepare accurate and timely monthly, quarterly, and annual financial reports.
- Compile Annual Financial Statements (AFS) in line with applicable standards (e.g., GRAP).
- Ensure compliance with reporting requirements of National Treasury and oversight bodies.
- Monitor organisational expenditure against approved budgets.
- Ensure effective cost control and identify cost-saving opportunities.
- Review and authorise payments in line with delegated authority.
- Oversee revenue collection, reconciliation, and reporting processes.
- Ensure accuracy and completeness of revenue records.
- Implement controls to minimise revenue leakage.
- Ensure compliance with PFMA, Treasury Regulations, and internal financial policies.
- Support audit processes (internal and external) and implement audit recommendations.
- Maintain strong internal controls and financial governance systems.
- Oversee asset management processes including asset register maintenance and verification.
- Monitor liabilities and ensure proper recording and reporting.
- Ensure compliance with asset management policies and procedures.
- Manage financial systems and ensure data integrity.
- Enhance financial processes and internal controls.
- Support system upgrades and automation initiatives.
- Provide financial oversight on projects and donor-funded programmes.
- Monitor project budgets and expenditure.
- Ensure compliance with funding conditions and reporting requirements.
- Liaise with internal departments, auditors, and external stakeholders.
- Provide financial advice and guidance to management.
- Support decision-making through financial analysis and insights.
- Prepare financial dashboards and management reports.
- Maintain proper financial records and documentation.
- Support the development and review of finance policies and procedures.
- Develop a risk management framework and ensure that controls are implemented at all levels of the organisation
- Ensure sound Public Relations and Stakeholder management, including interface with strategic key partners
- Advise RIM Council, Regulatory Committees, Executives and Management teams, on new legislative developments in relevant functional areas.
- Ensure the application of principles of good governance and legislative compliance for effective and efficient operations and service delivery
- Provide enabling mechanisms for a seamless end-to-end value chain management to sustain functional effectiveness, supporting executives, management and team members.
- Ensure development and continuous improvement of processes, policies and compliance frameworks applicable to the functional area.
- Oversee Employee Relations, ensuring sound labour relations and compliance within own function as guided by organisation’s policies, the South African labour legislation and regulations.
- Oversee budgeting and reporting processes within the function, including but not limited to the PFMA and related regulations
- Ensure that functional performance metrics and targets are met and reported on
Experience and technical skills:
- Honours Degree (NQF8) in Accounting Sciences or equivalent
- Master’s Degree will be an added Advantage
- Professional qualification – CA (SA)/ CIMA is required
- A minimum of eight (8) years relevant experience of which at least five (5) years must be at senior management level
- Experience in public sector finance
- Strong knowledge of GRAP and application of all applicable legislation and regulations (including but not limited to the PFMA, South African labour legislation);
- Must have experience operating at a strategic level, with proven track record of developing and implementing strategies to align to organisation’s goals
- Understanding and application of protocol matters regarding government, parliament, and other key stakeholders
- Experience in leading and managing complex projects and teams
- Proven track record in research, benchmarking and report writing
- Proven leadership and governance skills
- Ability to build rapport and establish trust with staff and key stakeholders.
- Ability to operate effectively within highly unionised environments
