Responsibilities

Cost Control

  • Reviewing the cost estimate and Scheduling and ensure integration with project schedules to identify potential risks of over or under expenditure and action remedial actions timely.
  • Provides guidance to project managers and resolves project accounting queries when required.
  • Ensures all sponsor obligations are recorded in the accounting system and establishes project accounting setup functions within the accounting system.
  • Compiling and review project cost breakdown structures.
  • Develop and manage integrated cost plans aligned with the Schedule Management Plan.
  • Prepare and maintain monthly cash flow forecasts for all projects.
  • Monitor cash flow variances, identify root causes, and recommend corrective actions.
  • Ensure project financial documentation and transactions are properly reviewed, approved, and compliant with policies and accounting standards.
  • Communicate project financial information to Program, Divisional, and Finance stakeholders.
  • Coordinate annual budget forecasts and consolidate project budgets into NECsa’s overall budget.
  • Ensure timely completion of financial activities for project close-outs.
  • Maintain knowledge of government regulations applicable to project procurement and contracts.
  • Identify financial and cost risks and recommend appropriate mitigation actions.
  • Implement and manage the cost change management process.
  • Review project costs for accuracy and completeness and validate recoveries with internal service providers.
  • Invitation to Tender documentation preparation.
  • Payment of supplier invoices.
  • Review / manage project contracts and ensure the financial constraints are known and adhered to.
  • Maintaining an accurate list of statuses of all project related contracts.
  • Assisting the projects with Procurement related matters.
  • Assisting the Department with invoicing of clients.
  • Assisting the department with Timesheet Administration and Management.
  • Registration of Projects for the Project Management Department as and when required.
  • Asset capitalization implementation.
  • Manage Internal Work Orders, including sourcing quotation, discussion of quotation, raising of IWO, regularly reviewing status of work complete and closure of IWO when work is complete
  • Purchase order generation and expedition as and when required.

 Administration

  • Ensures all monthly project invoices are prepared and provided to Necsa Finance department on a timely basis as and when required.
  • Develops project financial reports, burn-rate analysis, cash-flow forecasts, and financial performance metrics to support effective project management.
  • Develops integrated cost management systems to control project costs within budget and ensure compliance with audit and regulatory requirements, including PFMA.
  • Tracking of sponsor payments and reporting

  Key Knowledge & Skills 

  • MS Dynamics will be an advantage.

  • Hands-on project management experience with proficiency in project management and costing tools.

Requirements

Qualifications

  •  BCom Accounting with: Post-Graduate Diploma in Accounting or Post-Graduate Diploma in Costing or Quantity Surveying.
  • Certified Cost Professional (CCP or CIMA or CA certification)
  • Post graduate qualification in project management will be an advantage.
  • Minimum 5 years’ experience in project cost management
