Internal Investigator III

Job Purpose

• To conduct and/or lead complex investigations into all allegations of serious misconduct, theft, fraud and corruption involving SARS with the purpose of pursuing disciplinary and criminal action, recovery of stolen monies, referring matters to SAPS for criminal prosecution.

Education and Experience

Minimum Qualification & Experience Required  

• BCom degree /National Diploma / Advanced Certificate (NQF 7) in Policing, Forensic investigations, Law AND 5-7 years, experience in an investigative or similar environment, of which 2 - 3 years is at a technically skilled level

Alternative

• Senior Certificate (NQF 4) AND 10 years’ experience in years, experience in an investigative or similar environment, of which 2 - 3 years is at a technically skilled level

Minimum Functional Requirements

• Sound knowledge and experience in the area of governance, anti-corruption and anti-fraud in government, private, civil society sector, a multi-lateral development financial institution or relevant development organisation.
• Certified Fraud Examination Certificate.

Job Outputs:

Process

• Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities. 
• Appears as a specialist witness in internal disciplinary proceedings and attend to court proceedings as and when required.
• Apply practical and applied knowledge and act authoritatively on methods, systems and procedures to identify trends and potential risks.
• Communication of situational interpretation and judgement of work outputs and queries in area of specialisation.
• Correctly apply policies, practices, standards, procedures and legislation in the delivery of work outputs.
• Determine offences and recommend appropriate punitive actions according to the relevant legislation.
• Draw on own knowledge and experience to diagnose symptoms, causes and possible effects in order to solve emerging problems.
• Evaluate, collate and analyse information received from various sources to support internal stakeholders with timely and accurate intelligence.
• Hand over a completed case docket with evidence to the SAPS to enable registration and processing of the case.
• Initiate process and procedural change, implement the change and provide guidelines and support related to new requirements as a result of the change.
• Liaise with Law Enforcement agencies in relation to specific investigations and with third parties regarding information/evidence.
• Plan and implement action necessary to conduct full scope investigations without supervision.
• Plan for value-added process improvements, initiatives and services to deliver on operational strategy and objectives.
• Prepare accurate links and or association diagrams to explain the relationships between individuals, activities, premises etc. to investigators.
• Provide assistance to other law enforcement agencies as and when required, within the mandate of the Acts administered by SARS.
• Provide specialist input through the investigation of opportunities for operational and process, product and risk optimisation.
• Work independently without supervision.
• Interviewing and interrogation (Investigations) - Must be able to interview witnesses and suspects, obtain relevant information from them converting that information into evidence that can be used in formal- and criminal proceedings.
• Investigative reporting - Must be able to write effective and accurate forensic and/or investigative reports
