Responsibilities:
- Provide strategic and Executive support to the CEO
- Lead the strategic planning cycles including the development of the organisation's overall strategy and ensuring its alignment with the Annual Performance Plan (APP) and Annual Operational Plan (AOP)
- Ensures that the APP and AOP remain coherent, integrated and fully reflective of the organisation’s long-term vision and priorities
- Develop systems for evaluation, monitoring, reporting and managing organisational performance reports for Exco, Council and oversight bodies
- Oversee the management of organisation-wide (enterprise) projects for cross-functional resource optimisation and alignment
- Lead the Enterprise Risk Management (ERM) framework and ensure that risks are identified, assessed and that controls are implemented at all levels of the organisation
- Ensure sound Public Relations and Stakeholder management, including interface with strategic key partners
- Lead partnerships that support organisational transformation and strategic projects
- Advise RIM Council, Regulatory Committees, Executives and Management teams on new legislative developments
- Provide leadership and guidance to the Office of the CEO team, aligning functional practices with the organization’s strategy, annual plans, statutory requirements, including but not limited to the PFMA, South African labour legislation and regulations
- Ensure application of principles of good governance and legislative compliance for effective and efficient operations and service delivery
- Provide enabling mechanisms for a seamless end-to-end value chain management to sustain functional effectiveness, supporting executives, management and team members
- Ensure development and continuous improvement of processes, policies and compliance frameworks applicable to functions in the office of the CEO
- Develop and maintain Business Continuity Plan and organizational resilience frameworks
- Lead scenario planning, stress testing and crisis management protocols
- Oversee Employee Relations, ensuring sound labour relations and legislation compliance within own function (OCEO)
- Oversee budgeting and reporting processes within function of the OCEO
Minimum Requirements:
- Honours degree in business management/public development and management/social sciences (NQF 8) or a related discipline
- Advanced Project Management will be an added advantage
Work Experience:
- A minimum of eight (8) years relevant experience of which at least five (5) years must be senior management level
- Must have experience operating at a strategic level, with proven track record of developing and implementing strategies to align to organisations goals
- Understanding and application of protocol matters regarding the government, parliament, and other key stakeholders
- Knowledge and application of all applicable legislation and regulations (including but not limited to the PFMA, South African Labour legislation)
- Experience in leading and managing complex projects and teams
- Proven track record in benchmarking and report writing
- Proven leadership and governance skills
- Ability to build rapport and establish trust with staff and key stakeholders
- Experience in operating effectively and efficiently within highly unionised environments
