Job Description

Job Purpose

The Department of Infrastructure, Western Cape Government has an opportunity for a suitably qualified and competent individual to perform all aspects of varied innovative and complex engineering activities that result in progress in technology and engineering applications. Manage a materials laboratory responsible for testing and evaluation of road construction materials; Ensure compliance with applicable standards, accreditation requirements and best practice; Drive continuous improvement and innovation in materials testing; Manage laboratory operations: Plan, schedule and control testing activities; Ensure compliance with testing standards, specifications and accreditation requirements; Maintain laboratory equipment, systems and quality controls; Review and approve test results and provide recommendations on material compliance.

Remuneration

Grade A - All-inclusive salary package of R 958 776 per annum (OSD as prescribed)

Note on remuneration: to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. Responsibilities

Manage technological advisory services: Plan technological support to Engineers and associate professionals in the field; Ensure the adherence and promotion of safety standards in line with statutory and regulatory requirements; Solve broadly defined technological challenges through application of proven techniques and procedures; and Develop, maintain and manage current technologies; Monitoring and evaluation of technological designs; Evaluate and monitor existing technical manuals, standard drawings and procedures to incorporate new technology; Ensure quality assurance of technical designs with specifications and make recommendations for approval by the relevant authority; and Identify and optimize technical solutions by applying engineering principles; Manage administrative and related functions: Provide inputs into the budgeting process; Compile and submit reports as required; Provide and consolidate inputs to the technological/engineering operational plan; Ensure the development, implementation and maintenance databases; and Manage and supervise technological and related personnel and assets; Research and development: Continuous professional development to keep up with new technologies and procedures; Research/literature studies on engineering technology to improve expertise; To liaise with relevant bodies/councils on engineering-related matters. 

Requirements

Bachelor of Technology in Engineering (B Tech) or relevant qualification; Six years post qualification Engineering Technologist experience required; Compulsory registration with ECSA as a Professional Engineering Technologist; A valid code B driving license.
