Job Purpose

The Department of Social Development, Western Cape Government has an opportunity for a competent and qualified individual to ensure that policies for rendering a community development service are developed, implemented and maintained.

Remuneration

All-inclusive salary package of Grade 1: R1 009 512 per annum (OSD as prescribed) 

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.

Responsibilities

To manage the identification, facilitation and implementation of integrated development interventions in partnership with the community and other relevant stakeholders through the efficient, effective and economical utilisation of resources bythe unit/sub directorate; Manage a community development policy unit to ensure that the required legislative policies and procedures are developed through the efficient and effective utilisation of human resources; Manage the development of policies for rendering a community development service in departments; Keep up to date with new developments in community development and management fields; Plan and ensure that community development policy research is undertaken. Undertake complex community development research.

Requirements

An appropriate 3-year tertiary qualification (National Diploma/B-Degree or equivalent); A minimum of 10 years recognisable experience in Community Development after obtaining the required qualification of which 5 years must be appropriate experience in community policy development.

Knowledge and understanding of the following: Theories and systems, skills, attitudes and values in community development to guide employees on its application; Individual and group behaviour, its inter-relations within community structures, dynamics of the community and current legislation to enable interventions; Develop community development policies and strategies. Skills in the following: Presentation; Problem-solving skills; Financial management; Project management; Computer literacy; Communication (written and verbal); Staff management; Policy formulation and implementation.
